India Extends BIS Certification Deadline for PVC Imports to December 2025

New Implementation Date: 24th December, 2025 In a significant move for the polymer industry, the Government of India has officially extended the deadline for implementing the Bureau of Indian Standards (BIS) quality certification for Polyvinyl Chloride (PVC) Homopolymers to 24 December 2025. The updated timeline was announced in the Gazette of India on 20 June 2025, offering a six-month reprieve from the previously scheduled deadline of 24 June 2025. This marks the third extension since the Quality Control Order (QCO) was first introduced. Initially set for implementation on 26 August 2024, the deadline was earlier deferred to 24 December 2024 and then to 24 June 2025. ? Global Supply Chain Still Adapting According to industry sources, the extension reflects the challenges faced by overseas manufacturers in aligning with India’s BIS audit and certification process. As of 23 June 2025, 30 overseas production units have received BIS approval — including plants in Japan, South Korea, Taiwan, Thailand, Vietnam, Indonesia, and Malaysia — which together account for approximately 44% of India's PVC imports. In contrast, Chinese producers, representing nearly 40% of India's PVC import share, are still awaiting BIS certification. Many facilities in the US, EU, and Latin America also remain in limbo, either awaiting audits or responses from BIS authorities after submitting documentation. ??
