DGTR Issues Final Findings on PVC Suspension Resin Imports (F. No. 6/33/2023-DGTR)

The Directorate General of Trade Remedies (DGTR), Ministry of Commerce & Industry, issued its Final Findings Notification (F. No. 6/33/2023-DGTR) on 14th August 2025, concerning the anti-dumping investigation on Polyvinyl Chloride (PVC) Suspension Resins imported from China, Indonesia, Japan, Korea, Taiwan, Thailand, and the USA. The investigation was initiated after a petition by Chemplast Cuddalore Pvt. Ltd., DCM Shriram Ltd., and DCW Ltd., citing injury to domestic producers from dumped imports. The DGTR concluded that PVC resins were indeed imported below normal values, resulting in material injury to the Indian industry. It has therefore recommended the continuation of anti-dumping duties to restore fair competition. Country-wise Recommended Anti-Dumping Duty (USD/MT): China – USD 82–158/MT Indonesia – USD 93–125/MT Japan – USD 112–141/MT Korea – USD 95–136/MT Taiwan – USD 121–147/MT Thailand – USD 102–134/MT USA – USD 105–128/MT Key Highlights: Circular No.: F. No. 6/33/2023-DGTR Date of Notification: 14.08.2025 Product under consideration: PVC Suspension Resins (K-Value 57–75.5). Excluded from scope: Ultra-low & ultra-high K-value resins, CPVC, paste resins, blending resins, and mass polymerization PVC. Period of Investigation: Oct 2022 – Sep 2023. The findings are now with the Ministry of Finance for final notification of duties.
