India's Strategic Shift: First Rupee Payment for Crude Oil Signals Global Currency Aspirations

India, the world's third-largest energy consumer, recently marked a historic moment by making its first-ever payment in rupees for crude oil purchased from the United Arab Emirates (UAE). This move is seen as a strategic initiative to bolster the global recognition of the Indian currency. Aligned with the Reserve Bank of India's decision in July 2022, allowing importers to pay in rupees, India aims to diversify oil suppliers, reduce transaction costs, and position the rupee as a credible trade settlement currency. Officials underscore that the internationalization of the rupee is an ongoing process, emphasizing the absence of specific targets at present. India formalized an agreement with the UAE for rupee settlements in July, leading to the Indian Oil Corporation (IOC) making payments for one million barrels of crude oil from Abu Dhabi National Oil Company (Adnoc) in Indian rupees. Notably, some Russian oil imports have also been settled in rupees. Despite being over 85% dependent on oil imports, India's multifaceted strategy, including cost-effective sourcing and diversification of supply sources, has proven advantageous. While non-oil trade settlements in rupees have seen success, there is some hesitation among oil exporters due to concerns about fund repatriation and high transactional costs. The Indian oil ministry has addressed these concerns, emphasizing that payments for crude oil can be made in Indian rupees, contingent on suppliers adhering to regulatory guidelines.
